Paraguayan Vice President Pedro Alliana is the country’s natural successor after President Santiago Peña formally submitted his resignation on Thursday, Nov. 5. Congress must approve or reject Peña’s resignation, and a simple majority is sufficient.

Alliana, 52, is also facing an impeachment request in Paraguay’s Congress over alleged involvement in the Banco Ueno case. Paraguay’s central bank dissolved the financial institution on Tuesday, Nov. 3.

The complaint seeking the impeachment of both Peña and Alliana accuses the vice president of helping provide legislative cover during the bank’s crisis, endorsing the allocation of pension funds, and failing to act on warnings about loans to companies linked to the bank’s controllers. These are allegations contained in the complaint.

Alliana has served as vice president since 2023. He was a member of the National Chamber of Deputies from 2013 to 2023 and led the Colorado Party from 2015 to 2023.

Peña submitted his resignation during a congressional session considering whether to open impeachment proceedings. The legislature must now decide whether to accept it; approval requires only a simple majority of lawmakers.
